If you want to change something you need to change it at the margin. Giving "American" automakers a bailout, whatever an "American" automaker is, doesn't change things at the margin and likely won't be anything more than a transfer payment. But letting entrepreneurs keep more of what they make, via lower taxes and via laws and regulations that lower the cost of doing business (rather than increasing it) would be a good start.
